CODILLA ALLOTS 6.1 M FOR ANTI-DENGUE DRIVE

The Congressional office is intensifying its drive against dengue through fogging in various barangays covered by the 4th district. Congressman Codilla allocated P 6.1 Million this time for the said activity.

Two weeks ago, the fogging operations started in Palompon Poblacion said Eddie Codilla that includes the barangays of Guiwan I, II, Central I, II, III, Ipil I,II, III and Mazawalo. They also sprayed at barangays, elementary schools, and other places possibly inhabited by adult mosquitoes. Municipal Information Officer William B. Merin said that the team also operated in a densely populated Brgy Ipil III, near Drydock area to get rid of disease-carrier mosquitoes. Recently, the team did a round to some barangays within Ormoc City.

It was learned from the Department of Health that from July 1 until October are considered as peak periods of mosquito activities. Doctors advised that by reducing outdoor exposure at dawn dusk and early evening, the dengue fever could be avoided. Another is to avoid areas where mosquitoes tend to concentrate like thus it is advisable that grassy areas, dense brush and other vegetation be mowed and removed. Mosquitoes likewise concentrate in tall grass, margins of wooded areas and other vegetation. Wearing dark colors should also be avoided because mosquitoes and other biting flies are attracted to dark green, brown, or black. They are less attracted to light colors.

Fogging is the most common practice by way of mixing Deltacide ED concentrate with kerosene or diesel and it is disperse through a hot air using swingfog fogging machine. This is effective in large scale areas like fields, barangays, towns or even densely populated areas. Deltacide ED is the only Deltamethrin in the market that has 3 active ingredients for total and maximum control against insect pest.

Another method included in this activity is the professional compressed sprayer such as Agrofog compressed sprayer in which small amount of droplet of insecticide is being dispersed. K-Othrine WG is diluted with water for surface spray treatment.

To supplement the space and surface treatment approach, larvaciding is the common day practice. Baytex EC-as a larvacides, can be applied on canals, waterways, stagnant waters and all other mosquitoes breeding place.

PALOMPON, Leyte-A modern municipal gym will soon to rise in this town. This was after Congressman Eufrocino “Dodong” Codilla revealed that he will prioritized the said project because it is needed for a developing municipality like Palompon. He said that since other towns in the province like Baybay and Carigara, are taking major strides towards their planned cityhood-much more that he desire more economic activities in Palompon, which is within his district, to propel the local economy.

Cong. Codilla said that the election of new mayor, Eulogio Tupa, his running mate, vice mayor Lloyd Surigao, who are his allies the solon is confident that he can pour more development projects in this town and its barangays. It was learned that the municipal gym was planned some years ago by the solon, which will be his pet project in this town, but municipal leaders that time refused to cooperate with the congressman.

During his first visit at the Palompon social center during the inauguration and oathtaking ceremony recently, he feel sorry for the condition of the crowd during that time which he described as “init kaayo dinhi sa sulod, unya naghuot kamo”, referring to semi-concrete structure that has limited space and has no ceilings. He then told the Palomponganons that he wants to solve such predicament. “Magtukod kita ug dako ug moderno nga municipal gym” he said, followed by a thunderous applause of the audience.

The social center was constructed during the time of President Marcos in 1970’s, as a tennis court but was transformed later into a social center to accommodate gatherings and other socio-cultural activities. Years later, the structure underwent minor renovations.

Vice Mayor Lloyd Surigao said that they preferred that the new municipal gym will be constructed at the Oval grounds (near Palompon south central school) in order to expand the economic activities to the said place. He also believed that the place near the municipal hall and public market are already congested especially when there is a socio-cultural activities and other performances at the social center, and to decongest the area is to construct the municipal gym in another location. The new site is some 400 meters from the social center, and is just within the poblacion.

Surigao said that the old social center will become the new “tabuan” area for farmers, fishermen or even transient vendors like ukay-ukay. The vice mayor admitted the lamentable conditions of the poor tabuan vendors who display their wares along the streets, sidewalks, or at the middle of the road. Market Inspector Arnel Villarente said that these vendors are exposed to excessive heat of the sun, or heavy rains because during “tabo” (market day), there’s no place for them. “Ang uban may lantay nga kabutangan sa ilang produkto ug paninda, ang uban ilaray lang sa yuta o sa semento” he said.

The vice mayor said that their possible transfer at the social center, will give convenience to these small traders from Palompon barangays. The vice mayor is likewise pushing for the exemption of farmers and fishermen from paying taxes to the municipality during “tabo”. Since market day in this town is only Sunday and Monday, Surigao said that ukay-ukay and other transient vendors can also be accommodated inside the social center, for a fee.

PALOMPON, Leyte – Animosity between the administration and opposition camps is expected to highlight the 11th Sangguniang Bayan (SB) here based if the inaugural session last June 30 will be used as basis. That early, sparks already flew between the opposing groups over parliamentary rules. That morning during the oath-taking of elected officials, the four opposition kagawads did not join the official ceremony at the social center and opted to hold their own program at Brgy. San Isidro. The opposition is made up of Kags. Jesus Sanchez, Manuel Bertulfo, Brigido Roble and Mesias Arevalo.

That afternoon, the inaugural session was highlighted by a showdown when the kagawads debated on whether to accommodate Mayor Eulogio Tupa who was to deliver a message before the august body. Arevalo fired the first shot when he questioned the motion to suspend the rules. He argued that the purpose of the inaugural session was to set the schedule of the regular session as mandated by the Local Government Code. Sanchez backed this up, saying Mayor Tupa’s speech should be deferred as he failed to send the SB prior notice that he will present his agenda. Confident they have the numbers, Arevalo proposed to divide the house on the matter. But his proposal was beaten by an earlier motion to suspend the rules which was seconded already. Mayor Tupa was able to deliver his speech.

BRING HOPE TO THE PALOMPONGANONS. Newly -elected Mayor Eulogio "Yoly' Tupa told employees that he will put the welfare of every Palomponganons, a paramount consideration.


PALOMPON, Leyte – The new administration of Mayor Eulogio Tupa started on a sour note after some offices of the municipal hall were ransacked with documents and supplies.

This was confirmed by Sylvia Ursabia, secretary to the mayor who said that all documents inside the steel cabinet of the mayor’s office were missing. Even the telephone directories and office supplies were missing like bond papers and pens. Ursabia said this hampered their operation as they had to start from scratch. “Gihurot man sab nila, wala man gyo’y nahibilin,” she complained.

At the Sangguniang Bayan office, some chairs were missing and the others were vandalized. There was also no stock of office supplies. The service vehicle of Mayor Tupa, a Toyota Revo, was also reported to have been missing with parts and accessories.

Arnel Villarente of the market office described the situation as an act of immaturity. “Kalisod diay kon mapilde kay gub-on man ang mga gamit sa munisipyo, mga gamit nga gipanag-iya sa mga tawo,” he said.

Despite these setbacks, Mayor Tupa was able to accomplish considerably. During his first general meeting with employees of the local government unit (LGU), he ordered Municipal Treasurer Ana Vertudez to release the midyear bonus of LGU workers which his predecessor failed to do. Casual workers from the previous administration were also happy to learn they will not be terminated. Mayor Tupa said he wants to promote reconciliation among his constituents. Vice Mayor Lloyd Surigao said the casuals will remain as long as their services are needed. He also said they don’t want to sacrifice public service in favor of politics.
